The Executive Governor of Katsina State, Malam Dikko Umaru Radda PhD CON, has announced plans to present a landmark bill to the State House of Assembly to enhance grassroots development.
This legislation aims to establish a legal framework for the smooth operation of Community Development Programme Committees in all 34 local government areas of the state.
Speaking at the 3-day Public Engagement, 2025 Citizens' Budget Participation Process and the Launching of Community Development Programme in Katsina zone, Governor Radda emphasized the importance of this initiative. “Our administration is committed to fostering fairness in the distribution of resources and development projects across Katsina State,” the Governor stated.
“These committees will play a crucial role in identifying and prioritizing the needs of our local communities,” the Governor explained.
The proposed Community Development Committees will serve as vital links between the state government and local communities. Governor Radda stressed on their responsibilities, saying, “These committees will not only identify needed projects for government consideration but will also act as watchdogs, tasked with exposing and reporting any wrongdoing by contractors or individuals in their respective local governments.”
Highlighting the potential impact of this program, Governor Radda noted, “By empowering our communities to actively participate in the development process, we are reducing the burden on the state government in identifying areas of need. This grassroots approach will ensure that our development efforts are truly reflective of the people's priorities.”
Recalled that the State Commissioner for Internal Security and Home Affairs, Dr. Nasiru Muazu declared that the state government has invested over 30 Billion naira on the security challenge bedeviling the state.
Speaking on behalf of the Civil Society Organizations in Katsina, Dr. Bashir Usman Ruwan Godiya challenged Federal Legislative Members for not being contributive to the security challenges faced by the area. Adding that the federal legislators left the whole security challenge burden on the state government.
He submitted that the reality forced the State Government to channel substantial part of the funds allocated to the state in addressing security challenge. Dr. Godiya, therefore urged the legislators to prevail on the federal government to focus on the Northwest worse hit by the security challenge.
Governor Radda pledged to carefully review the documented requests presented by the people of the Katsina zone. “We will meticulously study these submissions to identify projects that can be undertaken by the state government, as well as those that may fall under the purview of our representatives in the state and federal assemblies, and the local governments,” he assured.
